The upper part of my arms are kinda thick, and I've got some weird flab next to them, on the outer edge of my armpits. I'd like to get rid of that, for sure.
I've also got love handles, a sort of rounded stomach near my belly button, and heavy, droopy areas under my ribcage. Help with that too?
My thighs are okay, but they're really round, and curve sharply to meet with my hip. What's with that?

You are not too bad off, but like others said, there's a bit of room for improvement.
To lose the weight, you want to change your diet. Cut down/completely eliminate processed and extremely salty foods. Make a habit of checking the Nutrition Info on the foods you eat. Also reduce your carbohydrate intake because if you do not exercise enough, the stored energy from carbs turns in to fat.
To tone your body in the areas you mentioned, try various weight lifting exercises. It won't bulk you up, but it'll help tighten those areas. For overall internal physical health, go for a brisk walk to get your heart rate going, and keep it going for at least 20 minutes.
Once you lose 10-15 pounds, it'll be hard to maintain the weight. Part of a diet is that it's really a lifestyle change. You can't just go back to your old ways and not gain the weight back. Continue with moderate exercise, and continue to avoid processed foods, and do not overeat on the carbs if you do not plan to exercise heavily or participate in sports regularly.
Whether on a diet or not, fruits and veggies are great for your body, and will help you lose weight or keep you at your goal weight once you get there. So will lean meats like chicken.

I would say that you're not technically overweight, but there's definately room for improvement where your fitness is concerned.
Start by incorperating more activity into you daily routine, like taking the stairs instead of the elevator, for instance. And drink more water. After a couple of weeks of that, you can start adding more formal exercise, like taking walks or jogging or anything you enjoy.

first i gottta say that u r not overwight...imm not quite sure why u think that lol
but yea if u do wanna loose some of that weight i would suggest doing weekly exercising (swimming if u can) and take candy, soda, or anything else with high fat and sugar out of ur diet and add fruits veggies and water into ur diet..i did that and it helped me alot :)...so basically just eat healthier!...oo and dont think that u can never eat more unhealthy foods cuz u can every once in a while =] good luck
you are overweight. Exercise daily for 30 min. Eat 1400 calories in several meals (400 calorie meals (3) and 2 small 150 calorie snacks). Don't eat dinner past 6 and avoid eating too many carbs and stick to eating htem only in the morning. You should lose weight in no time and then start seeing the flab go away. once you reach your ideal weight, start doing some light weights to tone. For now stick to lots of cardio, water, green tea, and avoid sweets like sodas and candy. DOn't be afraid to have a cookie or something, but make sure that you take it into your caloric content count.
